The handful of things that shape the next decade.

The handful of things that will shape Mountain View for the next decade, and where each one sits in the process. Status changes constantly — the agenda blocks on this page are the live part.
The district north of Highway 101 that holds Google’s campus, the Shoreline amphitheatre and the city’s largest concentration of jobs. An amendment to the area plan went to public hearing before the Shoreline Regional Park Community board — the same seven councilmembers sitting as a separate legal body.
The former office and light-industrial belt east of Whisman Road, rezoned to allow housing. Recent approvals include an eight-storey apartment building and close to 200 rowhomes. This is where most of the city’s near-term unit count is coming from.
California’s transit-oriented density law, SB 79, took effect in 2026 and overrides a good deal of local control near rail and frequent bus corridors. Mountain View’s response is to rewrite its own R3 multifamily district with objective citywide standards — roughly, to choose the shape of the density rather than have it chosen.
Grade-separating the Caltrain crossing at Castro Street was ranked below Rengstorff Avenue because of a very large funding gap. The interim design would close the Castro crossing to cars while keeping it open to people walking and cycling, and restrict Evelyn Avenue to westbound traffic. That is a significant change to how downtown works.
The Community Stabilization and Fair Rent Act is administered by a five-member Rental Housing Committee that the Council appoints. Annual allowable increases, petitions and eviction protections all run through it rather than through the Council directly.
The city ended its contract with the automated licence-plate-reader vendor Flock Safety in 2026, after outside law-enforcement agencies were found to have had access to Mountain View’s data. What replaces it, and under what audit rules, is a live Council question.
